Professor Ballard is a senior lecturer in public management, law and related business courses in the Western Cape. Currently Head of Public Management and Law, Faculty of Business, CPUT, Professor Ballard has extensive professional experience gained within local government, education, research and management consultancy in the public and private sectors.

With an impressive academic background including a PhD and published articles in management journals, he is also an external examiner, post-graduate supervisor, trainer, public speaker and presents papers at conferences and workshops.

Professor Ballard facilitates strategic management, change management, organisational development and design workshops for both the private and public sector, as well as workshops on service delivery agreements.
